There is no harm in taking a drop and trying your best to get a good score in NEET to study in India. It is any day a good option but incase you fail to succeed after taking drop and don't want to prepare for one more year then you can look at study abroad options.
You have to spend some time on research and find out the pros and cons of the institution before processing your documents to any college.
Instead of shortlisting Russia blindly, Look at other countries option, research on FMGE exam statistics, how many students are appearing and students from which country have higher clearance etc.
Even few colleges in Carribean islands, having CAAM HP Accreditations are good but they are a bit more expensive than Russia, China etc..
