I would say that it depends on the country and what you want to study.
If you want to study something in the STEM fields then definitely! US and UK are good options. You will get a very good quality of education (that is if you are attending a decent college) and research opportunities. There are also many financial aids available to international students so affordability shouldn't be a very big problem. (Average tuition without financial aid is $60,000/year in the US.)
Then, studying abroad saves you from all the competition for the colleges in India.
However , you must carefully select an institution because this doesn't hold true for all the colleges.
