How can I get into a medical school abroad with scholarships?

Depends on your expectations. If money is no object, your grades and connections are fantastic, you have a bachelors degree and visa’s to the US are not a concern, you can try for the US (or your target country) directly. Agencies can help but it’s expensive.

For the rest of us, you can go to an intermittent country after your +12 (without a bachelors degree), get your MBBS degree there for cheap and then move on to your target country for residency/internship (USA, India, etc). I went to Belize in Central America. It’s a 4 year MD/MBBS degree.
