Definitely.. if you are passed mbbs and not done internship, then you are just a mbbs graduate,not a doctor.you don't have the right to treat patients. Internship is a training period. You have only provisional registration (temporary) to treat patients under a qualified medical practitioners. After satisfactory completion of internship,you will get a internship completion certificate. This must be required to get full registration as a doctor.
