The question seems strange and needs a source to support for the statement.
U of T has no “bad reputation”. They spend so much money (mostly from big donations paid for academic purposes) on making up “good reputation” I studied there, plus my family members and many friends. Actually U of T has great reputation because there have been and still are great professors and researchers working there plus great successful advertisements. Of course, there are few incompetent profs and charlatans there with history of misconduct, cheating, abuse, and mistreatment, but they are an insignificant minority in specific departments. Because of that great reputation, many students like to attend U of T, although it is hard to get in and get good marks compared with other universities in Ontario. It doesn't mean it is better than other Ontario universities. It means that despite U of T giving lower grades, the grades these students do get still qualify them to apply and are obviously good enough to get accepted.
Plus there is the MCAT and interview that have noting to do with what grades U of T gives out.
Plus, plus, there were good students who made a decision on which university to study at without factoring in how to manipulate your way to better grades by going to a school that gives out high grades just for breathing.
