Frankly speaking I think it matters very little.
Inspire is based on your perfomance upto 12th, which is supposed to be an indication of the extent of your high-school education. But that is fairly insignificant compared to the education received while doing your undergrad really, which is what they really check when you apply for a PhD I suppose. Hence I doubt it speaks much about the student at the time he is applying for his/her PhD.
