Actually this question has to be rephrased.
For admission in good colleges,First of all students has to maintain a good GPA in his/her bachelors.
secondly he/she should have a TOEFL score of above 95 for students applying to US,IELTS score of above 5 for the good universities in EU and other parts.
thirdly,the GRE(>310) & GMAT(>690) is accepted for admission in most of the graduate schools.
then comes the essay and good recommendation letters from the professors.
if anyone falls in the aforesaid categories, he/she must be eligible for the merit scholarship , if not, must get the need based scholarship.
however, If someone outside this category wants to apply then he/she will get mediocre universities,and fees of an average US university is quite high as compared to the indian counterpart.
PS: tuition fees are fixed by universities and it is same for students of all country.And there are lots of poor indian students studying in good places abroad.
